I really wish I new, because I’ve gotten this question before. Its just a picture I found, and I’m completely in love with the outfit!

You could definitely make one just like it really easily :) Here’s a decent tutorial on sleeve cutting:

These sites have regular shirts you can buy, and to make it look like the shirt in the picture, cut around the collar for a looser neckline and cut the sleeves right in front of the hem, then stretch them out so the edges aren’t messy.
